Thanks Injuneer im gonna just order a fuel pressure regulator since it looks like the original one. I have a fuel pump sitting in my room i can install if the fpr doesnt work and there is an access door there already from prior owner he probably replaced it. Car with 170,000 +miles probably just a good idea.

FPR is one possibility, but not the only possible cause. The way to test the leaking/incomplete return shutoff is to restrict the flow in the return line. If the pressure goes up, the FPR is leaking. Problem is the stock nylon fuel line can be damaged by pinching it. A shop would probably have a valve that they can insert at the quick connect to shut off the fuel flow. Leaves us DIY types with a problem.

I always like to test and verify before replacing a part.
