Depends:
If the BLM's were adding fuel in closed loop (BLM's above 128) the PCM defaults to Cell 15 at WOT, and used the BLM's.
If the BLM's were cutting fuel in closed loop (BLM's below 128) the PCM will use either Cell 15 of Cell 18, but lock the BLM's at 128.
So..... it you use oversize injectors, the PCM will have to drop the BLM's below 128, cutting the excess fuel. Then when you go WOT (actually, is called Power Enrichment, or PE mode) the PCM will use 128 as the BLM, and the injectors will be flowing 10% extra fuel, making it run richer.

They are rated at 28# on the LS1 because the LS1 uses a hight fuel presure.
