moving to Texas...emissions compliance question
I will be moving to Texas and want to make sure I will be able to pass Harris County emissions requirements. I have a 1994 Z28 with GM Hot Cam, SLP mid length headers and PCM for less tune, cat converter to be installed. Does anyone know if this setup will pass the Texas emission test or will I need to swap cams? I need to do the mods before leaving my shop here in Minneapolis so any feedback or experiance would be greatly appreciated

Harris county will have the dyno/treadmill sniffer test which tests the car under load. Now depending on the shop, they may or may not look to make sure all the emissions equipment is there or not, most don't care as long as it sniffs clean.
I've had a 236/242 and .600 lift cam before in my TA and it would pass mine as long as the long term INTs were in the 124-134 range and the cats and O2s were working fine.
Now with the 211/219 it just barely passed because the INTs were around 140 under load, which I could not duplicate on the street, so they really load it up, find the steepest hill and go up it at about 1500 and 2400 rpms and that will be close and monitor your LT INTs....so you will have to have a scan tool. A mail order tune is hit and miss on getting the INTs perfect, they may be perfect at some rpms and way off at others, and one INT cell can be used for a wide range of rpms so when it transitions from one rpm/load to the other and stays in the same INT learn cell, it can throw off the AF for a bit until it compensates.
I usuaully will hook up a recording scan tool, and drive the car at varying rpms/loads for a while, then come back and reprogram the MAF tables so that the INT cell transition is very smooth and stays within 126-134, but occassionally I don't get it in enough load range to simulate the sniffer test at low rpms.

Only concern is "cat converter to be installed." You need to have the same number of cats that it originally came with.
