...for the inside of the opti to have oil in it?

No, you shouldn't have THAT much oil in there. I saw a drop one time and I went hunting for leaks. Looks like you have another problem on your hands, exactly where I'll leave up to the other guru's.

Im thinking water pump drive shaft seal??? Or possibly the seal around the cam????

how hard are they to change?

also, if I clean the oil off the opti, think it could be reused?

It might work, if you clean it up. It should have no oil on the inside.

Sometimes people have luck cleaning off their opti's and reusing them, other times it is too far gone.

What I would use to clean it off is electrical component cleaner, you can find them at almost any major auto parts stores. I've used it on my electrical components including opti's without damaging them and it is far gentler than brake cleaner. It also will not leave a residue which is exactly what needs to come off the opti.

The wp drive seal shouldn't be too difficult to change out, its easily accessible and more than likely you already have the wp off anyway. The distributor seal is the seal in the timing cover that you place the opti into, that one isn't difficult either and it may help with your problem as well.
