o2 code and misfiring.. PLEASE HELP!

o2 code and misfiring.. PLEASE HELP!
P0152 Upstream Heated Oxygen Sensor circuit Voltage High - Bank No. 2.
still throwing a to high voltage on bank 2 sensor one, which is the o2 sensor on my passenger side in my header. It has been throwing it for a long time now. had a burnt 02 wires ont he header and thought they were the culpret replace them, same prob then put a new 02 in (AC delco) and still same code, but the pos autozone scanner doesnt show crap!
1) bad pcm- but your car would be really f-ed up plus i highly highly doubt it
2) bad 02 - mines new like 2 hours new
3) opti - wouldnt cause an o2 to read that - plus it is brand new lol
4) coil, icm are all brand new
5) new plugs
6) new wires none burnt - thought it could be an arch but we cant see ne arching plus i highly doubt it
7) injector stcuk open - good possibility but would give other problems like starting too, right?
8) wires to the 02 - none burnt new connections
9) teenie tiny exhaust leak tha you can only hear when my car is only through mufflers, and still it is like a little tisk tisk tisk tisk tisk

Just got home after a big rain storm and got a check engine light. I figured it was my K&N that got soaked but when i hooked up my scanner it said it was code P0152. Just like your problem. The car would take off normally till it hit 20k then it would stall then after 10 sec it would kick on and spin the tires. I believe its my O2 sensor and wires on my jet-hot LT's that got soaked. Maybe even fried one(i hope not). Anyone else got any input on this. Hope to have it fixed by tommorow morning.

ok, the 28 psi reading was just because we had to unhook the nitrous and bled all the pressure out of the line and only primed it once. we did it again and it sat at 42 and dind't really bleed off any more than normal. KOEO psi was 42, idle it was 42, removed the vacuum line and it jumped to 50. so the fuel pressure is too high and running rich but how can it make just one bank run rich?? will replacing the regulator fix the problem or could it be another.

naw no rain is the problem, we think it is the FPR as road rage has explained... we just need to get some more infor waiting a PM from Injuneer : the BAD A of our cars...

ok, we replaced the regulator. the fuel pressure is fine. we changed the spark plugs. bank 1 plugs were black, bank 2 plugs were white. drove around for about 15 minutes and then the car suddenly starts to misfire and then throws the code.

this is with the engine off and just priming the fuel pump, the pressure hits 42 isha nd then will drop very slow, there is always a small drop in the pressure after you let it sit for a while.
