Are pushrods down when cylinder is at tdc?

To adjust the valves, you simply need to have the lifter of whatever valve youre adjusting on the base circle of the camshaft. If you want to start on the #1 cylinder, then turn the engine over until the Exhaust begins to open. When you see that, adjust that cylinders INTAKE rocker to 1/2 turn past zero lash, and set your polylock to hold it there. Turn the engine over more, and watch the intake you just adjusted, begin to open. When that intake valve is beginning to CLOSE, that cylinders exhaust should be on the base circle, so you can adjust that one. It's not too tough
