Seized Fuel Filter

Fuel filter on my buddy's T/A seized.

It has 90K miles on it. Never been changed

The dealer mechanics couldn't get it off. Thats how bad it is.

Can he cut the section of pipe out and splice in a new one with a reinforced length of rubber fuel line and some clamps?

Would this be bad?

Rather than rubber, it would be a better idea to use some pipe and a straight union to put it back together.
