You need one of the following:
1 - Hypertech Power Programmer - used is good, because about the only things they are good for is changing the speed limiter, rev limiter, shift points (A4) fan on/off temps, rear axle ratio and tire diameters. The "power programming" is worthless. If buying used, you have to be sure the previous owner returned his PCM to stock, or it won't work on your car. It can only be used on one VIN at a time. There is a work-around, but it will cost you.
2 - Send your PCM to a mail-order tuner like pcmforless or madz28. It's also possible for them to send you a file to download and the software to allow you to download it.
3 - Buy tuning software for OBD-1 LT1 - LT1_edit, TunerCATS, or Tuner Pro.
