if you mean the crank/hub seal then no the timing cover does not have to come off. you just need to pull the hub. you can then carefully pry the seal out using a flat head screwdriver. make sure not to gouge the crank.
put the new seal in by tapping on it with a mallet until it's flush.
make absolutely sure there is no rust or debris where the hub rides on the seal or it'll eat through the seal in no time and you'll be right back to square one. i've used a "rust be gone" solvent on mine to ensure a clean hub before putting back onto the crank.
