TPS low voltage after TB swap

I installed a new holley 52mm tb last week and now my car is throwing a code 22(low tps voltage) so I check the voltage .03 @ idle! I know it should be .5 but there is no adjustment on the TPS that I can find. I Check the throttle shaft and it is at the same angle as my stock one. mounting holes are the same. Reinstalled tps on my stock tb and it doesn't work right either. same symptoms.
I Broke the ears of of it so I could clock it to read .5 at idle just to be able to drive it but I know thats a temp fix.
Is there a trick to putting this thing on? I only fits one way, right?

Have you tried lossening the screws? Is there any play? If not what you're gonna half to do is file down the holes until you can get enough play to set the voltage at .55

Drill out the holes slightly and rotate the TPS forward and retighten then check voltage.

You can't just stick the sensor straight in... you have to make sure the throttle blade shaft correctly engages the two "bumps" in the plastic "hole" in the sensor. That often requires that you get the sensor in the right position, slide it over the TB, then rotate it (I think its) couonter clockwise until the holes for the screws line up. In effect, you are "pre-loading" it with a partila rotation. Sounds like you are just pushing yours straight onto the shaft without getting the plastic connection in the right position.
