When looking at the shop manual...look out for V6 diagrams
94 and 95 ARE the same. The 5 volt reference comes from the PCM pin 28 of the black connector. So trace the gray wire from the TPS up to the PCM.
FYI ONLY: the MAP and the 2 A/C sensors are tied to the same 5 volt reference with a 4 wire junction on the gray wire but NOT the TPS.

ok since there was never an update. I am having the same problem on my 96. So what I would do is check the volts at the TPS and between the MAP. IF i get 0 volts on the gray or black wire its one of them and should be changed out. Correct?

What do you mean by "check the volts at the TPS and between the MAP"?
If you don't have 5 volts between the gray wire (+5V from PCM B28) and the black wire (ground from PCM B6), measure the volts between the gray wire and a chassis ground. If tou get 5V, you know the black wire is the problem. If you get 0V, you know the gray wire is the problem. Trace the bad wire back to the correct PCM pin.

If you read the whole thread, you can see that Speedy thought the MAP sensor and the TPS sensor were from the same source. His reference document appears to have been incorrect, and further checking showed that MAP and TPS are fed by separate circuits from the PCM. If you have a TPS problem, look only at the TPS sensor, not at the MAP sensor.

ok so i just tried to do this and I set my meter to x1k ohms to check(only thing that was getting some sort of reading) I got just over 4 on AC10V. Also do i have to trace the black and gray wire to the connector on the pcm since there are 4 or does anyone know which one exactly it is?

Interesting point about the 94 and 95. I did not know they were different. I was using the 94 shop manual I have. So now you know how 94's are wired. Another interesting point. We don't know which one he's talking about. Oh well.
Since you said the 95 has a difference, I've looked everywhere on shoes page and can't find it. Where can I find it?

ok with the way my meter is set with the pcm connector plugged in, when I touch the gray wire from the pcm to the ground at the pcm and TPS the volts shoot all the way up past 5v. When I touch both the gray and black on the connector they are at about 4.5v.
When I first tested I had the pcm connector unplugged from the pcm and this is what I got.
PCM Gray>black on conn=0v
gray connector> black conn=4v
gray conn>black on PCM=2v
Gray PCM> Any ground =0v
When I first did it with PCM conn unplugged i was for sure it was the gray wire. Once i plugged it in I got confused.

I according to this its a faulty sensor or connection since I got a yes on step 1 & 2
