Tunning without a programmer. Can it be done????

Your computer needs to be prgrammed with a computer or a computer programmer. If you have a lap top computer that will interface with your PCM and you get a program e.g. Lt edit and you know how to program your computer (download the program) then yes you can program it.
Otherwise, you need to have someone program it for you. JMHO

You can tune a little without a programmer but it depends on what year you have.
I.e. You may be able to adjust the fuel pressure with an adjustable fuel pressure regulator and get some more horses. You may also be able to move your timing if you have a distributor setup or possibly a high end ignition box.
Of course if you have a modern car the above changes won't mean much without getting into the computer as the ECU will compensate for most changes you make.
