A set of LT headers would be 500 and will provide the most gain.
Gears would be around 400 installed and will really help. At stall would be great along with the gears but again, 500+.

Under 100- PCM tune 75-100. Crank pulley 75-100, cutout 35, 50 for welding.

Keep a watchful eye on the FS section. Theres always deals.

Are you looking for more power, a quicker et, handling, etc? More info needed.

Build your own turbo?

Without knowing more about you and your car/goals I would say you sound like a good candidate for spray.

Just to be sure we understand what you have already done:

1 - What "chip upgrade" do you have? Do you mean a custom tune, since the chip in your 94 is not removable unless the PCM has been socketed?

2 - What does your exhaust consist of? You mention "Flowmasters" and that would indicate you replaced the stock single cross-flow muffler with something else.

That would be the recipe I would go with. Maybe some roller rocker arms and springs as well.

You got off pretty lucky. There have been people who have met worser fates from spring compressor malfunctions.
