ok, im going to be doing a 383 lt1 stroker, and am going to have some head work done, new springs and everything that comes with the hot cam kit, maybe even port it if i have the money left over, my question is, will i be anywhere past mid 12's with that cam

Wow, I think you should go to a WAY larger cam. Probably in the GM 847 range, cams get "milder" when you step up the cubes.
Also (someone correct me if i am wrong) would he want to go with a cam with a pretty long duration to compensate for the fact that he is using stock castings (unported possibly) with a 383?

im also going to be driving it to and from school a lot, as well as to shows and what not, so i dont know if that should affect it too much, if at all possible id like to be somewhere near the 11's, think thats possible?
