What is causing this trouble code?

63 Right oxygen sensor was open showing a steady voltage between 0.35 and 0.55 volts for 60 seconds after the engine had been running for at least 2 minutes.

What could be causing that? I think there's definitely something wrong with the engine. The exhaust is smelling kinda bad, and there's a loud ticking noise coming from the engine.

Bank 2 (right) Oxygen Sensor (O2S) Circuit (open circuit)

Replace your O2 sensors AND Hollow out your CAT

I don't think it's a bad O2 sensor.

There's a funny noise coming from the right bank of the engine, and the car accelerates dog slow right now.

I agree with 93redbird. The O2 sensor should never be at a steady state during proper operation. The engine problems are probably a result of the ECM trying to correct for a bad O2 sensor reading, making the long term fuel trim to rich.

Bad O2 sensor will definitely make it run poorly.

Re: What is causing this trouble code?

More than likely you have an exhaust manifold leak and that is what you are hearing. This could then be causing the poor readings at the O2 and the PCM is trying to correct it by richening things up. Swap the left and the right O2's to prove it. Then look for the tell tail black soot mark somewhere near the manifold.
