It's the connection to the AIR pump (the black round thing in your picture with the hoses attached to it).
And I'm not sure what the vacuum line is for - can't you just follow it and see where it goes?

The vacuum line attaches to the optispark. There will be a fitting for it toward the drivers side. The opti, if you don't know is the distributor and its located just under the water pump. The air pump is located drivers side from the water pump.

The vacuum line is not for the opti. It's all for the AIR pump.

Make sure the connection for the AIR pump air supply line, on the back of the air inlet ducting, between the filter and the MAF, is plugged. If not, you will be pulling dirty air into the engine.
Appears is still has all the line coming out of the AIR pump (big empty hose in the bottom photo) . You need to make sure the check valves that prevent backflow out of the exhaust manifolds are not leaking. Typically, you remove all the pipes, hoses and the check valves, and plug the holes in the manifold with a metric oil drain plug. I think the 96/97 cars use an 18mm plug.
Any vacuum connections should be blanked off. Look at the diagram posted by Shoebox to see where all the connections are, depending on whether the AIR system recall was done on the car.
Since your car is OBD-II, you should be getting codes for the AIR pump being disconnected, and for no air flow into the manifolds when the PCM switches the aIR pump on to test the system. Is your SES light on? Have you had it scanned for codes? Is possible to program the AIR system out of the PCM but I would check to make sure someone didn't just pull the bulb out of the SES light.

well the connector i just plugged it back into the black plastic piece next to the air pump. It hooked from the bottom. The vacuum line i couldnt find where to put it so i just left it. As far as the engine light i only get P0300 which im working on right now.
