I have had my 94 Z speedo pegged MANY times. I am sure I was getting around the 158 mark, but never felt a governer with the stock PCM. It didn't have enough power after 145 to gain very fast though. If there was a governer there I don't think the car could have got there anyway. Maybe someone with the 2.72 gears could though.

162 or 163mph was the factory limiter on my friends 99 Anniversary T/A, which I think is what most if not all 94-02 cars got with Z-rated tires.
My old 96 V6 Camaro had the 115-119mph limiter since that was about 3K in 4th gear and the car still had more power.
All LT1/LS1 cars have limiters, all you do is raise it to the max.
Here is Tunercat, setup for my TPI I had at the time, but the LT1 version looks the same,
Fuel Cut Off Speed is the name of the limiter.

Tunercat is for OBD1, 94-95 and costs $89. LT1 Edit comes in 2 versions, one for OBD1 and one for OBD2. OBD1 is $200 for the expert Version and OBD2 is $550 for the expert version.
Custom Cable is $95.
