Why would I puff blue smoke at idle?

Looking to buy a car that just had the motor built 700 miles ago and it puffs smoke Black at idle, do I need to wait for the rings to seal or maybe a valve seal issue? big puff on initial start up. Car sat all winter. Thanks for your help

You're getting oil out the exhaust somehow....My motor never had any smoking issues after the rebuild...

even during seating of the rings? i've heard you'll burn a quart of oil in the first 500-1000 miles? would it smoke while going down the road if it's valve seals?
