would I need new valve springs?
standard stroker build, 383, 30 over, ....
got a custom ground H/R cam
220/230, 510/510, 114 Lobe
Have an opportunity to acquire 1.6 rockers and stock length push rods...
Need help from engine experts as to if I'll be binding the stock valve springs, and even pushing the valves, particularly exhaust, too far into the cylinder.

If the .510/.510 lift is rated with 1.5 factory rockers [many times it is] then it should be .544/.544 lift with 1.6 rockers.
Cam sounds like a Comp CC305 on a 114LSA, not very custom and pretty small for a stroker motor. That 114 is gonna hurt you unless it's getting boosted. If it's still in the box, I'd return it for something else, but that's just me.
Regardless the Crane 10308 spring kit would have you covered, it comes with everything to drop them in and they are good to at least .600 lift depending on what they installed at.
You could piece something together out of a Comp 987, Comp 977, or Comp 978 spring for that, but you'll need to call Comp Cams or get into the catalog to get the matching retainers/locks/seats for those. I believe all those Comp springs I listed use the same hardware. Installed at stock height they should all take care of .544 lift with ease.
I don't like beehive springs, so I wouldn't let Comp talk you into those.
