wrong solution. thinking water in the gas

Took the fuel filter out and it was dirty as all hell. Replaced the filter lowered the car off the lift. Fired it up and ran awesome for about 2 minutes then started skipping again. I think the gas tank is so ****ty that its clogging the new fuel pump.im definitely gonna get the tank out without dropping the rear but still a royal pita. Would water in the gas make it buck and run like crap?
