Yes it is a complete kit. It comes with two bottles and two sets of bottle brackets and a y fitting to make it a dual bottle set-up. The only thing lacking is two short pieces of -6 line to join the bottles to the y fitting....or leave it as a single bottle set up and just have an extra bottle for the track and it is ready to go.
