Yes, you'll need to add the flexable additive to the paint. You should also chemically strip the flexable parts before refinishing them. If you leave the old brittle paint on the parts, it will cause the new paint to crack the first time it is bumped. You new paintjob will only be as good as the base it is on.
Make sure you use the correct primer to go with the color and clear coats. Paints are designed to be used as a complete system.

That depends on what paint you buy. When purchasing your paint, ask for the primer, flex additive and base/clear all at once. That way you know you have the right stuff.
