A good rule to follow is to use the path of lease resistance, in other words use the most harmless methods first.
Try a very mild rubbing compound or clay bar first, if that doesn't work try a more aggressive rubbing compound.

Try the clay bar first, I've remove "scuff" marks added, before with it. If that doesn't work try the mild polishing compound, 3M is a good one, like Jeff suggested.

I've had the same problem before as well. I found that a small dab of Meguiar's Body Scrub will take it off pretty easily. Just rewax/polish the area after your're finished for protection.
