Abs Inop

I bled my brakes and built up the pressure in the break pedal. I take the car for a drive and the pedal needs to be floored for the car to stop and the abs inop is on. I bled the brakes again and the inop light goes away but after driving it for 5 minutes the abs inop returns and the pedal needs to be floored to stop. What do you think is going on? I can’t see any leaks. I have a 95 Z28 without tc.

i think abs needs to bled a certain way

I replaced both front wheel sensors today and still have the ABS INOP.
