Adj. Panhard Bar = What?

What exactly does an adjustable panhard bar adjust? Im guessing camber because it looks like most people are using it with a lowered car. But if you are lowering your car, is a new panhard bar necessary?

When the car is lowered, a fixed length panhard rod can shift the body relative to the rear axle so that the tires are no longer centered under the body (left to right when looking from the back). This can cause tire rubbing on the wheel wells when you go over a bump. An adjustable panhard rod allows you to center the rear.

Are adj. panhards reliable enough so they don't just start adj. over time? Like when going over bumps and all and becomes loosened.

There are 2 types of adjustable PH bars. On type requires you to disconnect on end (unbolt it) to adjust so therefore it can't change length after being bolted in. The second type allows for adjustment while bolted in place. This type has jam nuts that lock the adjustment in place.
