Classic ABS INOP Scenario

Hi I've read a bunch of other threads for those of you that are showing the ABS INOP light. I got it on my 93 Z28 about a month ago out of the blue one day. I checked all the basic stuff the threads suggest, unfortunately no easy luck with third taillight or a fuse or anything. I can tell you that the cruise control DOES still work, a lot of people mentioned it didn't' when the light is lit.
Anyway, not sure what to do next - I don't have a code reader to see what the specific problem is. Question, will my local mechanic be able to diagnose the issue or will I need to take it to GM? Or, is there anything else I can do on my own (i.e. if I should be a code reader what do i need and what will it tell me?).
Besides the light being on the car and brakes are functioning ok, I haven't tried a panic stop to see if it will lock up but guessing it will.

The codes have to be read from the EBCM (electronic braking control module) with an ABS scanner, or something like the GM Tech-1/Tech-2. You can't do it with an engine/PCM code scanner. A brake shop should be able to scan it.
