Do new springs/shocks "settle"?

I ask because i had POS springs on before that lowered like 2.25 inches or more....advertised as 1.5 lol, anyway after 2 years got sick of them and went with takeoffs for the front from SLP and autozone springs/gabriel shocks in the back. ALso did front tie rods at the same time. My wheel well is now 2.5 inches higher front and back than it was before, no more scraping and the weight transfers MUCH better to the back when launching....and I think I am actually using my control arms now . It seems a bit high to me, not much much higher than a stock z28 camaro I see around or my fiances old v6 but definately a little higher. THanks

Give it a couple months, it will settle a little but not too much. For example, my 1LE springs have settled ~0.5 inches after a couple months.
