Front end issue

Front end issue
On my buddies car (6cyl) when he turns the wheel, he is feeling a clicking or slight hesitation in the wheel. It is not long, and it almost feels as thoguht somethign is getting caugh and then released. like a cotter pin or a bolt. any ideas?
