LCA relocation brackets with 12 bolt and suspension suggestions

Do they have to be weld-in? I am a beginner welder; maybe it is time to buy a portable welder... From what I am hearing with my moser 12-bolt no one will sell bolt-in relocation brackets.

Is this correct?

If so, which is the best type?

Next:
What is the best upgrade? I already have adjustable BMR tubular LCAs, BMR tubular SFCs, edelbrock torque arm, moser 12 bolt w/ spool, rear airbag. I am using Hoosier QTP's and I am trying to get that 60' down. Once I hit 1.68 but it is usually low 1.70s for my best of the day.

Any advice on that as well?
