Less vacuum means get better brakes?

I have decent size cam and have already installed a vacuum canister. I saw no improvement in brake response after installing the canister. Can poor braking be corrected with better brakes? If so which ones are the best value (i.e. LS1, C5, Willwood, Baer, etc...)?

In my opinion the 93 - 97 cars came with marginal brakes from the factory, even if you haven't messed with the vacuum assist. The LS1 cars stepped up to a bigger rotor (12" vs 11"). There are salvage yards selling LS1 conversion parts for around $350. I went with a Baer Track Kit with 13" rotors and dual piston calipers; the Baer Kit run around $700 - $750.
