Losing braking power!

I seem to have an intermittent problem with my brakes:

Sometimes the brakes feel so responsive that I just touch the pedal and get excellent deceleration which is what I expect.

Most of the time I have to press the pedal quite hard and get nowhere near as good braking, sometimes I have to stand on the pedal if I need to stop quickly.

In both the above cases there is no noticeable difference in the feel or travel of the brake pedal. The problem does not seem to be affected by rain or rotor temperature, although it happend at its worst when it was raining - I just wanted to slow the car a little and was actually shocked at the feel of the brakes, I thought I had lost them altogether

Any ideas as to whats up? The only thing I can think of is maybe a brake booster problem?

Yeah I have the stock cam, and there are no vacuum leaks I can see.

Is there anywhere in paticular I should double check for vacuum leaks that would affect braking?
