They're non-performance oriented stock replacements. Do not expect them to be better than stock or to work well with shorter/higher rate springs.
Basicly this is like asking if an aftermarket cam with the same specs as stock will be better than the stock cam.

ANY lowering spring really needs a shock like the Koni SA, and yes, it costs. However, the Bilstein revalved, as sold by Sam Strano, NOT as listed on Ebay or elsewhere, are a BIT more suitable for use with lowering springs (of a SPECIFIC rate) than most non-adjustable shocks.
Do some searches on Koni SA and on Sam Strano, you'll learn a lot.
But as to the original Q... no, cheap Monroes are not gonna do well with a lowering spring.

Looks like I'll go with the Bilsteins. I don't think I need revalves because this is just a weekend car. From researching, I have not heard any horror stories with lowering springs and the HDs. Can anyone suggest some springs that go good with the Bilsteins?

The stock ones. Matching the shock to the spring is very important. If you do it wrong you can end up with something that bounces all over the place because the shock responds too quickly to the spring, or rides like an old style wooden rollercoaster because the shock isn't responding quickly enough to the spring. If you want to lower the car then get lowering springs and appropriately matched shocks.

Too much spring rate in the rear will make it lose traction when you go over a bump.
Too much up front makes it bounce and you can lose some control. Have either of these things happen in a tight curve and you'll know it. If your shocks can't dampen these motions it is magnified.
I have experienced both of these plus I want more clearance than my current set up offers. So I'm changing things and Konis are at the top of the list.
