Parking break

So i posted before about a squeaking that would not stop. comming from the left rear wheel. The other day i was rolling in the parking lot and i pulled parking break up and WOW the screach that came from that wheel could have broken glass. So I took my wheels and rotors off and looked at the parking break and inside of the rotors. on the left side the break is touching but on the other it doesent touch at all. So my guess is the break is dragging. That would cause it to glaze up and then that would deffently cause it to squeek. So i looked in to the book about how to adjust the parking break and i get " the parking break is self adjusting just raise and lower it 3 times" well this has done nothing i still have the same issue. So before i go out and by new pads i wanna try and fix my current issue any ideas?
