Spring-loaded clips for pads necessary?

Are the spring-loaded clips that hold the pads in necessary? I changed my rear pads and rotors (Bendix OEM replacements), and the ones on each of the outer pads fell out.

The spring-loaded clips are there to reduce pad vibration that causes brakes to squeal.
