Tried to install my rear KYB shocks, have problem

For 96 Formula
I have new rear KYB gas adjust shocks, tried to install them today and the supplied hardware (sparkplug bolt, thats what they call it) would not go through my relocation brackets and axel bracket (was too big to go through holes and appeared to be short as far as bolting up if it did).
Question? Should I use the hardware from the old shocks? Am I doing something wrong?
If you have installed these please comment.

i had to re-adjust my reloc brackets so the bolt would go thru the whole

Thanks for your reply.
When I got completely under it I saw you were right, it was my relocation brackets hanging it up.
I still don't like the way the included hardware ataches, so I'm using the old hardware.
