weak breaks

when I apply the breaks on my 94 Z28, they feel weak. I can push the pedal as far as it will go just to stop.
the pads have break material left but I'm going to change them soon.
does anyone have any info on what could cause such poor stopping power, so I can fix that while in working on the brakes?

Did you check the fluid level in the master cylinder?

yeah it has plenty of fluid.
it just seems to have way too much pedal movement.
I'm going to change pads in hopes of resolving that problem.

and yeah I didn't see the wrong spelling. I don't use my PC for internet. I use my Palm. And it likes to automatically spell words.
sorry about that.
