What r the rules on where to mount a parachute

I have seen the kits where you install the cross bar in place of the rear honeycomb and it comes out the liscense plate area but can I install a tube straight thru the honeycomb area, thru the sheetmeatal of the car and then weld it to rear cross member of my new frame rails, i am backhalfing and 4 linking my car and the rear cross member is 2" x 4" and the frame rails are
2"x3"
