The 15mm offset is your problem. A small offset moves the wheel/tire outwards, a larger offset moves the wheel/tire inwards.
An 8.5" wide wheel with a 15mm offset would result in a 4.2" "frontspace" and put the outer edge of the tire about 1/2" outside the fender. That would account for the tire rubbing.
The one factory C6 wheel that is 18x9.5" that I am familiar with is the Z06 front wheel, with an offset of 40mm. That would pull the outer edge of the tire in about 1/2" and move the inside edge of the tire closer to the stock position. Might still rub on the fender with the steering turned to full lock, or if you hit a very hard bump.
Z06 Wheel:
I think about 2010 they added an 18x9.5" wide front wheel for the Grand Sport option, but I don't have the offset for that. I did find one unverified reference online that they are 57mm offset, which would work:
If you want factory C6 wheels, those are the two options. If you are looking for aftermarket/reproduction C6 wheels, they are available in several styles, widths and offsets. With a 9.5" wide wheel, the ideal offset is in the range of 45-56mm.
